SARS investigators have reportedly raided Tshwane House in connection with City of Tshwane chief financial officer Gareth Mnisi, who was implicated at the Madlanga Commission of Inquiry in allegations of tender rigging and leaking confidential information.

SARS officials reportedly executed search warrants at Tshwane House and Gareth Mnisiโ€™s residence amid scrutiny over allegations linked to a R2.9 billion security tender.

The operation was conducted on Thursday, October 29.

Tshwane mayoral spokesperson Samkelo Mgobozi confirmed to IOL that SARS had informed the city of its intention to execute search warrants at Mnisiโ€™s office and residence.

โ€œWe can confirm that SARS had previously advised the city of its intention to execute search warrants at the office and residence of the Chief Financial Officer, Mr Gareth Mnisi,โ€ Mgobozi said.

He said the city believed SARS had since executed the warrants.

โ€œSARS officials were at Tshwane House this morning, and we can confirm that Mr Mnisi subsequently left the premises accompanied by individuals wearing SARS apparel.โ€

Mgobozi referred further questions about the operation to SARS.

โ€œAny further questions regarding the nature of the operation, the execution of the warrants or Mr Mnisiโ€™s status should be directed to the South African Revenue Service.โ€

Mnisi appeared before the Madlanga Commission in April over allegations of corruption and tender rigging in the metro.

He faced scrutiny over allegations of tender rigging linked to a R2.9 billion security tender involving the Tshwane Metro Police Department (TMPD).

Mnisi returned to work in July after receiving a final written warning following disciplinary proceedings linked to allegations raised before the commission.

He had been suspended earlier in 2026 after allegations that he shared confidential tender information and may have influenced procurement processes while serving as chairperson of the Cityโ€™s Bid Adjudication Committee.

A forensic investigation also examined allegations that he had failed to declare certain business interests and relationships with companies involved in municipal tenders.

The investigation did not find him guilty of misconduct but recommended disciplinary action.

In July, the Tshwane council voted to classify the allegations against Mnisi as less serious, paving the way for his return to work.

However, the Democratic Alliance (DA) launched an urgent court application challenging both the decision to downgrade the allegations and the legality of the council meeting at which the decision was taken.

The application also challenged the suspension of municipal manager Johann Mettler, with trade union Solidarity joining the legal challenge.

IOL has sent questions to SARS and will update this article once a response has been received.
