The government has launched a coordinated crackdown on illegal electronic and industrial waste disposal, deploying 50 inspection teams to examine factories while tightening import controls and reviewing penalties for offenders.

Deputy Prime Minister and Commerce Minister Suphajee Suthumpun said on Sunday that the government had established three task forces to oversee immediate enforcement, import and export controls, and longer-term legal reforms.

In a Facebook post, Ms Suphajee said the prime minister had established the committee, which she chairs, to coordinate efforts among ministries and agencies.

The measures aim to prevent Thailand from becoming a dumping ground for foreign waste amid growing concerns over illegal imports and the burial of hazardous materials.

The first task force, responsible for immediate enforcement, comprises two units. The Industry Ministry will lead factory inspections, while the Natural Resources and Environment Ministry will investigate public complaints and coordinate action against offenders.

Industry Minister Varawut Silpa-archa said inspections would begin on Nov 1, focusing particularly on eastern provinces with high concentrations of waste-related factories.

Thailand has 3,049 factories registered under categories 105 and 106, more than 1,500 of them in Chon Buri, Rayong, Chachoengsao, Prachin Buri and Samut Prakan.

Factories handling industrial waste will face close scrutiny, with violators subject to legal action and liability for damages and related costs.

Authorities will also investigate companies suspected of using Thai nominees to conceal foreign ownership.

The second task force, jointly led by the Customs Department and the Department of Foreign Trade, will review import and export procedures and strengthen controls to prevent illegal shipments of electronic and hazardous waste.

Authorities are also examining restrictions on waste traders and permissible contamination levels in imported metal scrap, including discarded vehicles that may contain electronic waste.

The third task force will review existing legislation, including possible increases in criminal penalties and stronger enforcement measures to deter repeat offences.

Ms Suphajee said tackling the problem required coordination across the entire waste management chain, from imports and business registration to factory operations, transportation and disposal.

She has instructed all agencies to prepare action plans specifying responsibilities and implementation schedules, with progress reports required every 10 days.
